When Do I Need A SAP Program?

A DOT-mandated safety-sensitive employee who fails a drug test is required to follow specific steps outlined by the Department of Transportation (DOT) to regain eligibility for duty. One of the key steps in this process is completing an evaluation and recommended program with a Qualified Substance Abuse Professional (SAP).

At Specialized Counseling Solutions, LLC I specialize in guiding individuals through every stage of this Return-to-Duty process. From the initial SAP evaluation to ensuring compliance with recommended treatment or education plans, I am committed to providing timely, effective, and compassionate support.

3-Step Process

Begin your journey back to duty right away through our streamlined process.

1. Initial SAP Evaluation

Your Initial SAP (Substance Abuse Professional) Evaluation is your first virtual appointment, where you will participate in a comprehensive clinical interview to assess your situation and determine the appropriate recommendations for returning to duty.

What is a SAP Evaluation?

Following the screening and intake process—which includes completing required paperwork, signing consent forms, and reviewing policies and procedures—the clinical evaluation serves as the next step in compliance with DOT (Department of Transportation) regulations.

During this evaluation, we will utilize several evidence-based assessment tools, including the SASSI-4 and a Biopsychosocial Assessment, to thoroughly assess your substance use history, behavioral patterns, and overall well-being.

What Does the Biopsychosocial Assessment Cover?

This structured evaluation examines multiple factors, including:

  • Substance Use History & Patterns
  • Medical and Behavioral Health Background
  • Workplace Concerns & Compliance Needs
  • Overall Psychological and Social Well-Being

The biopsychosocial evaluation explores psychological, biological, and social factors that may contribute to substance use or related concerns. This evidence-based approach assists in developing a personalized return-to-duty plan, including education or treatment recommendations, which will be discussed in detail as part of your compliance process.

2. Clinical Recommendation

Based on our interview and assessment, I will provide a clinical recommendation for either an education program or a comprehensive treatment program, as required by DOT regulations.

Important Notice:
You are required to complete and comply with the recommendations, regardless of whether a formal clinical diagnosis is made. Compliance with these recommendations is mandatory under federal regulations.

As part of this process, I will provide at least two resources to assist you in completing the recommended program.

3. Final SAP Evaluation

Your Final SAP Evaluation is your second virtual appointment, scheduled after you have successfully completed your comprehensive plan.

During this session:

  • I will assess whether you have complied with all recommended education or treatment requirements.
  • You will be expected to discuss your experience and share what you have gained from the program.
  • I will determine if you are eligible for return-to-duty testing, which is required before resuming your safety-sensitive position.
  • We will review and discuss your follow-up testing plan to ensure ongoing compliance.
  • Your return-to-duty test must be ordered by your employer, and you must pass to be eligible to resume safety-sensitive duties.
